They are concealing their IDs from people who would potentially turn them in to coalition forces. Some only do it as a cowardly means of income and want to protect themselves and their families identities from an actual Soldier kicking in their door in the middle of the night.
I'll tell you why they wear ski masks: They wear them so that the mask contains most of the crap that is made when their head explodes due to either a bullet from 10 yards away, or a bullet from 1000 yards away. Keep it intact ya know?
Well, I think it's closely tied to their intellectual ability. I mean, I've been to the desert and there's no way I'd wear a ski mask, it's just too hot!
