Why did they get rid of the 5-yard face mask penalty?

I know they changed the rule from 5 and 15 yard face mask penalties to just 15 yards (For intentional ones), but why?Why did they get rid of the 5-yard face mask penalty?
Probably because of the controversy... before it was basically up to the interpretation of the ref. They're trying to standardize the rule book to reduce the controversy. Basically they're trying to prevent penalties from being ';judgment calls'; by the referee.Why did they get rid of the 5-yard face mask penalty?
because it was a non-sense penalty,it wasnt necessary because if a player accidently gets his hands on a face mask and there was no damage done, than there is need need to penalize anyone.
